JACKSONVILLE, Fla. — Update: All lanes have reopened, according to JSO.
All northbound lanes of Philips Highway at Emerson Street in Jacksonville is closed Thursday morning due to a crash with injuries, according to the Jacksonville Sheriff’s Office.
