The Department of Transportation is expected to announce Thursday new proposed rules for how airlines handle wheelchairs.

Among the changes would be six-figure fines when wheelchairs are broken in transit, which is a major frustration for wheelchair users.

The announcement will come at an event at the White House at 10:15 a.m.
